Health and Population Innovation Fellowship Program: Call for Applications

The Population Council, New Delhi, invites applications for the Health and Population Innovation Fellowship (HPIF) program (formerly the MacArthur Fund for Leadership Development) for the year 2006-07.

The HPIF program is a continuation of the Fund for Leadership Development (FLD) fellowship program managed and supported by the John D. and Catherine T. MacArthur Foundation over the period 1995-2003. During this period, 64 individuals were supported, and they have become a significant resource group in the area of reproductive health and rights in India. In 2004, the MacArthur Foundation awarded a grant to the Population Council to administer this program. Since 2004, the program has been renamed the Health and Population Innovation Fellowship.

The aim of the HPIF program remains identical to that of the FLD program: to support mid-career individuals who have innovative ideas, leadership potential, and the capacity to help shape policy and public debate in the field of population, reproductive health, and rights in general, with a focus on two priority themes, namely maternal mortality and morbidity and the sexual and reproductive health and rights of young people.

Project themes include risk behaviors of young people and other vulnerable populations, quality of care and informed consent, pregnancy-related care, male involvement, the influence of the media on risk behaviors of youth, advocating for the rights of HIV-positive women, and strategies for dispelling myths and misconceptions about Islam and reproductive health matters (PDF: profiles of current fellows)

Individuals who wish to develop innovative approaches, including, but not limited to, action, advocacy, and/or research initiatives in the areas of population and reproductive and sexual health and rights are invited to apply for this fellowship. Applications may focus on, for example:

  • promoting young people's sexual and reproductive health and choice;
  • making pregnancy safer;
  • addressing the needs of women experiencing unintended pregnancy or seeking abortion;
  • addressing unmet need for contraception and dual protection;
  • improving the quality of a range of reproductive health services;
  • strengthening men’s involvement and responsibility in sexual and reproductive matters;
  • developing models to improve dialogue between diverse groups, including women’s groups, health care providers, and policymakers; or
  • advocating for changes needed in health, educational, and legal policies relating to sexual and reproductive health and rights.

Who should apply

The Council is looking for candidates with innovative ideas, leadership potential, and a strong desire for personal and professional development. The fellowship program is open to Indian women and men resident in any part of the country who are between the ages of 25 and 45 years and are in the mid-stage of their careers. However, this restriction may be relaxed in the case of women who began their careers later.

Applicants may be from any sector, including nongovernmental organizations, women's organizations, the corporate sector, the media, or academia. Fellowships are awarded to applicants from any discipline: social science, medicine and health, management, law, education, and so forth. Preference will be given to individuals who have:

  • a plan to develop professional capacity and knowledge;
  • a strategy to influence and affect policy and public debate;
  • clearly defined and realistic objectives; and
  • indicators of progress toward those objectives

Selection process

Selection of fellows takes place once a year through a competitive process. Fellowships are for full-time work and are awarded for a period of one to two years. The fellowship, if granted, will start on 1 August 2006.
